is 'frame dragging' at all related to, or simlilar to tidal effects?

Are these two effects similar in magnitude and other things....like the tidal effect of Earth on the Moon; is that similar in the effect on something in orbit around a black holes?

They're certainly not even vaguely similar in magnitude. Tidal effects are sufficiently obvious in the Earth-Moon system that we knew about them long before we understood the causes at all. Frame dragging, on the other hand, is a sufficiently small effect that even careful experiments designed specifically to measure it have a pretty high uncertainty even today.
Conserve energy. Commute with the Hamiltonian.
