I'm impressed that the utility has an official archaeologist. (not mentioned in an article I read yesterday)
I would assume he was on-site for just such a reason.

Actually, I'm not terribly surprised. There's some interesting archaeology in California, and I think we're all trying to make up for the whole "having slaughtered our native tribes" thing. The languages from the area are all extinct, and we don't have many artifacts, either, compared to a lot of other places.
