Some cosmetic changes

I've done some rearranging and re-ordering of the forums:

- "Science and Space" section moved to the second position
- "Open Source Projects" section moved to the last position
- The superfluous "Site News and Administration" forum removed
- The moribund "What's Up - 365 Days of Skywatching" forum removed

There are still of course several big issues, like the missing PMs, and the forum icon/buttons not properly indicating whether you have read all the new posts in a forum. But I don't think that's what you are talking about.

What about the smileys? Half of them still don't work, and all the better ones you installed before are gone again, and even the working ones are mostly bad or ugly. Do you think you can do the substitution you did before? Do you think replacing some of the broken ones with new, better looking ones would get those working again?
