They are supposed to be vacuum dirigibles, with rigid lightweight tanks full of vacuum.
The atmosphere of Cumulous is a typical gas giant hydrogen /helium mix, and nothing is less dense than that; so these cloud cities are mostly nothing.

on balance, it seems unlikely, but these things work better the bigger they get evidently.

The concept of a tank of vacuum has always amused me. I can just see a conversation...

"What's that tank for?" "Nothing." "No, I mean what's in the tank?" "Nothing." "Nothing?" "Yep, nothing." "How do you tell when it's full? Does it have a nothing meter? Do you weigh it? How much is it worth and how do you price it?"
