The article states 'space coast' twice instead of East coast(I presume).

"Insufficient maintenance and antiquated equipment due to a lack of US government funding and investment in infrastructure may be implicated." The term grasping at straws comes to mind.

I have to say I'm a little disappointed with the conjecture in the article.

No; that's just a common reference to that area of Florida.
Perhaps you are confused with the phrase "Eastern range"?
