Should be about the same time every year. The time of day will be just before sunrise, each day, for a couple of weeks.

Each day the Sun will get a little closer to its closest alignment with Sirius in the sky. During this time Sirius can appear just before the Sun does at sunrise in the Eastern sky. A celestial object in this relationship to the Sun can be said to be in "heliacal rising."

I believe it's in late summer, perhaps August. Sorry I can't find a more exact date for the Sun's closest annual proximity to Sirius.

In Minneapolis, Sirius will first rise before the Sun on August 7,
at about 6:04 AM Daylight Time. Your location may vary. Farther
south, Sirius rises before the Sun earlier in the year. In Houston,
Sirius rises before the Sun beginning July 24, at about 6:37 AM.

Sirius might not be visible until a day or two later, though,
because the top edge of the Sun may be above the horizon.
