Not sure where the mystery is. There is oil off the coast of Santa Barbara. Anyone driving along Rt 1 on the coast can see the old offshore platforms. There was a major oil spill there in 1969 (http://www.silcom.com/~sbwcn/spill.shtml) when a fault in the seafloor ruptured and the oil basically leaked out through the ground. Even though there doesn't seem to be a single source, it wouldn't surprise me if some leakage from this spot turned out to be the cause.

They always say mysterious but what they really mean is they haven't found the source. It could be a polluting ship, leaking well or natural source. Usually they have some clue by analyzing the oil.
