Well, the usual procedure is to try to get a court injunction to stop the launch. But it hasn't been successful so far. With Cassini the case was slightly more plausible than most because the probe made an Earth flyby; had that gone wrong, there was a chance that the RTG could hit the Earth at the speed of a meteorite, which I suppose would be more likely to break it than a launch failure. But New Horizons isn't doing that.
