Here (http://www.space.com/scienceastronomy/magnetar_formation_050201.html) is an update. Note that magnetars live short lives in a detectable state. A lot of dead ones would contribute to the dark matter content of the galaxy.

Yes, but the number of dead ones expected to exist could only account for a fraction of a percent of the missing mass.
