I think the 35 picoseconds number refers to the precision of error of the time elapsed reading. (roughly 17.5 picoseconds one way.)

Update: I see in this thread (http://www.badastronomy.com/phpBB/viewtopic.php?topic=502&forum=1&4) that you think there will be an earthquake on Mar. 28. Of course there will be an earthquake on Mar. 28--there are many earthquakes every day. How big an earthquake--that is the question.
