It was Army Lt. Walter Haut who issued a news release on July 8, 1947 that said a flying saucer landed in Roswell, New Mexico.

The world hasn't been the same since.

Author of Roswell 'flying saucer' news release dies (http://www.cnn.com/2005/US/12/19/obit.haut.ap/index.html)

Sure took long enough. Probably handled by the same branch of the government that issues the "disinfo agent" checks. :)
