Nothing serious I think he's confused them with someone else

there are only a few players in this game
Big players like USA, Russia follwed by others like Europe, Japan, Canada, China.

Then we have the upcoming groups in Space, Malaysia, Private sector, India, Bulgaria, S.Korea...

Serbs would quickly have to hook up with Russians, Europe the US or Chinese if they want to get anywhere near the Moon by 2017

Brazil makes more chance than Serbia. Even Iran and uhm what African country has that launch base?

I've never heard of any Serbian launch other than bazooka ammo (with respect).

Wasn't Serbia trying to become an ESA member? That way it is a lot more possible, but it wouldn't be just Serbia :).
Edit: Serbia is included in the SpaceForScience program, but I have not seen other ESA links.

Due to my poor eyesight, when I first saw this

I'm serious by 2017 they will land man on the moon. I though it was "201?", which led me to think, well, they might have tried back then, but the darn catapult designed by Dr. Velimir von Branislav only had a range of 200 feet.
