Well, Adams' prediction was very inaccurate and it was exaggerated (http://news.bbc.co.uk/2/hi/science/nature/2936663.stm) due to international politics (he was British whereas LeVerrier was French). Galle saw Neptune first where LeVerrier predicted it to be but probably couldn't find it without the help of d'Arrest. Galileo saw it but didn't know it, so he doesn't count.

So, in my opinion LeVerrier with Galle and d'Arrest are the discoverers.

LeVerrier on paper, Galle was the first to identify it visually using LeVerrier's calculations. Might have been spotted (http://en.wikipedia.org/wiki/Talk:Neptune#Prediscovery_Observations.3F) many times without being identified as a planet before
