Trying to look on the positive side of things will this improve their space exploration ability in any shape or form, will it help India get to the Moon ? or is this just going to be another IRBM for targeting cities with their weapon.

I don't get how this has anything to do with the NPT. India already has nuclear weapons. This is a ballistic missile. Yes, it could carry a nuclear warhead, as could most decent sized missiles. It could also carry any other payload, such as a conventional weapon.

Obviously this sort of thing would generally be intended as a means of delivering a nuclear weapon and can be thought of as something of sabre-rattling. However, India already does have other missiles as well as aircraft delivery systems.

This doesn't change all that much.

An Indonesian passenger jet was forced to turn round in Indian airspace to avoid a nuclear-capable missile test flight, the Indonesian government says.
The Indonesian foreign ministry has demanded an explanation from the India over the incident.
Officials from Garuda airlines say they received no advance notice of the test.
The Indian government says it successfully test-fired the Agni-III surface-to-surface missile off the country's eastern coast on Thursday.

More importantly, the news to look out for in two weeks time is the launch of the new Russian subs and Bulava ballistic missiles, (this is is a cut down in length version of the land-based Topol-M ICBM).


Capable of evading Ballistic Missile Defence systems, the Topol M does not signal the irrelevance of BMD. If anything the Topol M reiterates what the US has always claimed - Its BMD is not designed to upset its strategic balance with Russia but to reduce the threat from rouge nations.

(Ed ~ i don't know if India will be offered the chance of purchasing the new system but both countries have had arms and aerospace deals in the past.)

Aren't most rogue nations attacking America more likely to use a less-noticeable delivery system like a truck, boat or plane?
