Has anyone come across Steve Troy?

I read a particularly well researched debunking of the C-Rock and also the radiation issue, where he provided excellent, cogent arguments against the hoax ideas.

www.lunaranomalies.com/rad.htm

But then, at the end of each article, he starts asking rather odd questions about what NASA is really hiding on the moon. Is he a Hoaglandite?

Steve Troy is Isildur, the one who defeated the Dark Lord Kaysing but was corrupted by the takings.

Yes. Michael Bara runs that website, and he's one of Hoagland's associates.
