Does this kill the hypothesis that neutrinos flip states? This was the proposed solution to the solar neutrino shortage. I think the state change requires mass.

I don't think it constrains it to zero. It just says the mass has to be under some number.

No, it dosent.

All it says is that if this experiment is actually done, then we may restrict the maximum mass of the electron neutrino more.
