I noticed that on the Geology & Planetary Surfaces forum there is an option to "Rate this Thread" but I haven't seen that option (yet) on other forums. What is its purpose and is there a way to view the results? Thanks.

I don't think it's deliberate. It's a vBulletin setting that for some reason was enabled for that forum and no other (apparently - I haven't checked them all).
I assume the purpose is to give readers some feedback as to which threads are most worth reading.
Unless it's just an admin thing, you can see the thread rating in the form of the number of yellow stars to the right of the thread title on the forum page. The only threads I see rated on the front page are "Kīlauea Activity" with four stars and "Popocatepetl most dangerous NA volcano?" with five.
