Muted, buried craters -- the limit?

Folks,
Having just started on Vesta, I have some questions about how subtle one should go in identifying muted craters? (I was introduced to crater counting by Gene Shoemaker himself, quite a while ago, so I may be more agressive on this than most.)
Also, in very-low-angle cross-lighting, many likely craters are shaded so badly that one cannot assert they are actually craters. Is that ok?

We working on developing a crater degradation tool that will allow folks to go back and label just how degraded craters are. In this way, folks will be able to craters by many different characteristics to use them for science projects.
