We need a picture to answer that question.
If you are talking about something you can see from the earth, then clearly they are not rovers. They are much too far away to be seen.

Data dropout / hot pixel. The images in Moon Mappers were put in in 2012, and while we had a good data reduction pipeline then, the USGS has updated the calibration files in the meantime and probably would have removed that.
FYI, the crater with the blue line is too small to have been marked; notice how the rim is inside of the green circle you drew? That means that the crater's too small (and is why the crater marking tool is red until it reaches the minimum size we're interested in).
I've seen the shinny object and it was the refection from the crystals formed in the clouds. It was said that there are crystals formed from the water in the clouds. It can shine once the rays of the sun hit the crystals.
Except that there is no atmosphere and no clouds on the Moon.
