    IBEX ribbon: understanding, etc

In 2009, IBEX (NASA site) made a discovery that was reported as unexpected, a ribbon of neutral atoms. Some ATMers went wild, but this post has nothing to do with ATM ideas.

    Rather, three straight-forward questions:

    1) Is it now generally accepted - by relevant specialists - that the ribbon is (fairly) well-understood?

    2) In hindsight, should the ribbon, or something like it, have been unexpected?

    3) Does the relevant part of the heliosphere/ISM interface emit electromagnetic radiation? If so, what sort of instruments would be needed to detect that, from afar?
