That idea has been around. It isn't very widely accepted. Note that the paper you quoted is in Scientific Reports, which is a very low impact journal where people publish things that they want to publish even though they can't get it into a high impact journal. I think that probably if that was accepted, we would see people developing systems to try to predict earthquakes based on solar activity (it would be great, because we can measure solar activity and hence could make predictions), but we don't. I think it's notable that they have a hypothesis for a mechanism, so it's worth thinking about it, but I don't think they've clearly shown a link. If they did, I think it would be in Nature itself.
