    This has been building for 20 years, only be coming widely known after Fobos-Grunt failed and a Proton screwed itself into the ground due to incorrectly installed avionics sensors. A huge brain drain, QC/QA has gone to hell, several close calls with Soyuz, rampant corruption especially during the Vostochny Cosmodrome construction, ...

    Good news: Russia stages 'successful' second launch of new rocket. Space agency Roscosmos announced that the next-generation heavy-lift Angara-A5 rocket had been "successfully" launched with a mock payload from Plesetsk in northern Russia at 0550 GMT.

    Why the quotation marks?
    With sufficient thrust, water towers fly just fine.

    A bit suggestive to quote only that one word, it makes it look like air quotes.
    With sufficient thrust, water towers fly just fine.
