It is known that the period of pulsars can vary. In particular, glitches are observed - sharp accelerations of rotation by about a millionth. After such a jump, the period gradually returns to its original value or close to it on a scale from several days to several years. Glitches are thought to be related to internal processes in the neutron star, such as crustal cracking, rather than external forces.
